PREVALENT THEORETICAL POSITIONS TO ANSWER THESE QUESTIONS The “Popular Choice” Theories In the last two decades many articles have appeared in the health care literature that try to answer the question: why are there variations in the funding and organization of health services among countries with similar political traditions. A similar and related question addressed by many of these authors is why the United States is the only major western industrialized nation that does not have a comprehensive and universal government health program. These articles have enriched a growing body of literature that aims at understanding international differences and similarities in national health policies.
