Abstract
A program to improve standards of care in obstetric services and newborn nurseries in hospitals in New York City was created during the 1940s and its implementation vested in the Bureau of Maternity Services and Family Planning. Emergency maternity and infant care funds which were allocated to the Department of Health during World War II enabled the Bureau to begin to establish and legislate standards of care in these areas. The mission of the Bureau was and remains to protect, promote, and insure the health and well-being of mothers and newborns in the City of New York.
