An example of a local level system of IT support can be found at the University of Scranton’s Center for Public Initiatives. The center operates the Healthy North-east Access Program, which is funded by a grant from the U.S. Department of Health and Human Service’s (DHHS) Community Access Program. The purpose of the Community Access Program is to help health-care providers develop integrated, community-wide systems that serve the medically uninsured and underinsured through the use of IT. N2 - As discussed in other articles in this special issue, the Institute of Medicine's Crossing the Quality Chasm model is ideally suited to promote the transformation of mental health-care delivery systems [1]. The model identifies several key strategies through which transformation takes place, including new approaches to financing, preparing, and training of human resources; the introduction of evidence based practices; and implementation of information technology and performance measurement systems. This article focuses on only the last two of these strategies. Specific topics to be addressed include (a) the role of information technology in transformation, (b) development of a national information technology strategy, (c) development of a common information technology platform for the field, and (d) identification of common performance measures. Special attention is devoted to Decision Support 2000+, a Substance Abuse and Mental Health Services Administration initiative to promote these goals.
