Abstract
The financing and delivery of long-term services and supports (LTSS) for America’s rapidly aging population are present and growing challenges that will significantly impact individuals, families, communities, and taxpayers. Challenges and reforms include current system fragmentation; a growing demand for services as the Baby Boom Generation continues to age; the prevalence and cost of cognitive decline across an aging population; the impact of worsening workforce shortages of paid caregivers; and the need for improved coordination across Medicaid and Medicare to prevent or delay the need for LTSS.
