Basic Concepts and Considerations of Cyber-Deterrence

Abstract

We introduce the general concept of deterrence then discuss how cyber deterrence fits. We do this in three sections. The first gives some background on cyber warfare. The second gives an overview of deterrence in general. The third puts cyber deterrence into this general deterrence framework, highlighting some of the ways in which it both does and doesn’t fit into that framework.
