Existing methods for designing and carrying out evaluation studies need to be improved to provide better techniques for answering questions on efficacy of health and medical procedures, and in providing a more adequate information base on which to set health policy. This paper reviews some of the problems in the design and conduct of evaluation research, and makes a plea for creation of a special discipline to support and develop the field of health and medical care evaluation.",

note = "Funding Information: It is certainly possible that the acceptance of results from clinical trials, whether positive or negative, may be enhanced through more concerted efforts from the outset to engage in collaborative efforts involving industry, specialty groups, and governmental agencies. Collaboration should begin at the outset in the planning phase. Medical research support in both the United States and the United Kingdom has routinely been provided through such non-partisan funding agencies as the National Institutes of Health in the US and the Medical Research Council in the UK. There has been little involvement by industry, specialty groups, or regulatory agencies in these funding practices. However, this pattern is beginning to change. Policy-makers in the UK are participating in research planning and have joined with scientists in outlining investigative objectives and in the ongoing review of research findings. The recognition of the need for improved communication and collaboration between academicians and policymakers in the United Kingdom and the steps taken to meet this need may provide important leads for sponsorship of other trials in other countries in the future (30).",
